WHO and UNHCR convene an informal inter-agency group on NCDs in humanitarian settings, which meets twice per year. The group consists of United Nations agencies, non-governmental organizations and academics.

Examples of activities in the past decade have included: (a) support for the field testing of the revised WHO non-communicable disease emergency kit; (b) joint research that identified major gaps in diabetes care and surveillance in humanitarian environments; (c) promotion and evaluation of care for people living with non-communicable diseases in emergency settings during the COVID-19 pandemic; (d) development of research priorities for non-communicable diseases in emergencies; (e) collaboration on operational guidance for practitioners in the field; (f) joint work to strengthen the evidence base on the thermostability of insulin to maximize its impact in emergencies; and (g) further development of non-communicable disease indicators to be used in emergency responses.
